Cost Principles for Non-Profit Organizations

OMB Circular A-122 provides general principles and selected items of cost guidance for determining the allowability, allocability and reasonableness of expenditures of federal funds expenditures by non-profit organizations.

Indirect Costs

On the SF-425s, CILs are required to provide information about indirect costs. The following resources provide some guidance on this topic.

  • Commissioner's Memorandum CM 04-05 (May 27, 2004) addresses the requirement that centers for independent living obtain U.S. Department of Education approval of a cost allocation plan or an indirect costs rate before charging indirect costs to the CIL (IL Part C) program funds. Available for download in MS Word (37K) or PDF (804K) format.

  • A model cost allocation plan for CILs to assist CILs in meeting federal requirements prior to charging indirect costs to the CIL program.

  • Further assistance in developing an approvable cost allocation plan or an indirect costs rate may be obtained by contacting the designated state contact listed in the Indirect Cost Group State Contacts list.

RSA Technical Assistance Circular, TAC-13-01, dated January 30, 2013, titled "Federal Requirements Governing the Roles and Responsibilities of Statewide Independent Living Councils," outlines the authorized roles and responsibilities of Statewide Independent Living Councils.
