Those eligible to apply for this grant include:

• State education agencies (SEAs) and local education agencies (LEAs) in States with a statue specifically authorizing the establishment of charter schools; and
• Public and private nonprofit organizations, including nonprofit charter management organizations.

Eligible applicants may apply as a group or a consortium.

The Department is particularly interested in projects designed to improve the quality of charter schools in urban and rural areas in which a large proportion or number of public schools have been identified as needing improvement, corrective action, or restructuring under Title I, Part A of the Elementary and Secondary Education Act.
