The U.S. Secretary of Education was authorized to award grants for this competition (Catalog of Domestic Assistance number 84.282P) under the national activities authority in Section 5205 of the Elementary and Secondary Education Act of 1965, as amended. 20 U.S.C. 7221-7221j; Consolidated Appropriations Act, 2010, Division D, title LIII, Pub.
