Program Description
The Hamilton County Department of Education will conduct a comprehensive character education initiative that includes the implementation of Connect With Kids (CWK) program in the district. All the schools in the county will be served as treatment schools over the course of the project. The project will provide CWK training and professional development. Families and the community will be reached through annual Town Hall events and a monthly television program to reinforce classroom and home efforts.

As part of their grant initiative, the Hamilton County Department of Education will provide partial funding for the Southeast Regional Character Education Conference which will be held annually in Chattanooga, Tennessee. This conference will provide opportunities for Hamilton County implementers and character educators from other states to share effective character education strategies for reducing disciplinary referrals, increasing student academic achievement and improving school climate. The Chattanooga Partnership in Character Education project will involve approximately 1,640 teachers and 41,000 K-12 students in 20 new project schools the initial year, and 20 additional project schools a year for the following three years of the project, for a total of 80 schools over the four-year period.

Evaluation Design
The project will use a randomized, wait-list comparison group experimental design. The evaluation design will include reliable and valid outcomes measures of disciplinary referrals, student academic achievement, parental and community involvement, faculty and administration involvement, and school climate. Data collection will include number and types of disciplinary incidents; student grades and achievement tests scores; and student, parent and teacher surveys.
