Program Description
The Indianapolis Public Schools character education project will use the CHARACTER COUNTS!™ curriculum as an umbrella to integrate character education and create a common language in daily classroom curricular activities. The project will implement interventions in several other settings, including 15 alternative school programs, after-school programs and YMCA programs in Indianapolis and Anderson. Josephson Institute of Ethics will provide teacher training each year. The Center for Character Development at Anderson University will provide teachers with the opportunity to receive a Specialization in Character Education certification and will provide monthly “Critical Friends” discussion groups as follow-up and support for teacher implementation. The project will serve approximately 1,200 students in grades 7-12, 120 teachers and staff in 15 alternative school programs, and up to 10,000 students in regular classrooms and other programs throughout both schools systems.

Goals and Objectives

  • To measure the impact of the project on students’ behavior and academic achievement, and on teachers’ performance
  • To integrate CHARACTER COUNTS!™ into the classroom curricula and alternative programs
  • To incorporate the four core values of respect, courage, scholarship and excellence into a major reform effort in the schools
  • To reduce absenteeism, discipline referrals, suspensions, expulsions, school withdrawal and bullying
  • To increase teacher use of character education curriculum and positive role modeling
  • To develop a CHARACTER COUNTS!™ Community Coalition in Indianapolis and to expand character development into the community in Indianapolis and Anderson Community Schools

Evaluation Design
This project will conduct two evaluation designs: an experimental and a quasi-experimental. Indianapolis Public Schools will use a rigorous experimental design where classrooms will be randomly assigned to a treatment or a control group, and will follow the Extended-Term-Mixed-Method Evaluation design. A quasi-experimental design will be used to evaluate effectiveness of the Indianapolis Public Schools and Anderson Community Schools alternative education interventions using comparable alternative school control groups.
