| The Assistant Secretary for Special Education and Rehabilitative Services announces final priorities under the Rehabilitation Engineering Research Centers (RERCs) program for up to nine awards for the National Institute on Disability and Rehabilitation Research (NIDRR) for fiscal years (FYs) 2003 and later years. We take this action to focus research attention on areas of national need. We intend these priorities to improve the rehabilitation services and outcomes for individuals with disabilities. |

| Special Education Elementary Longitudinal Study (SEELS) will provide the first national picture of the experiences and outcomes of students in special education ages 6 through 12 at the outset of the Study. The Study will inform special education policy development and support Government Performance and Results Act (GPRA) measurement and (IDEA) reauthorization. Data will be collected three times over a five-year period from parents, teachers, and principals of sampled students. |

| Pre-Elementary Education Longitudinal Study (PEELS) Phase 1 will provide the first national picture of experience and outcomes of three to five year old children in early childhood special education. The study will inform special education policy development and support GPRA measurement and IDEA reauthorization with data from parents, service providers, and teachers. |
