PRIORITY 1: CREATE A CULTURE OF STUDENT ACHIEVEMENT—NO CHILD LEFT BEHIND (NCLB) IS WORKING.
1.1
Implement the Individuals with Disabilities Education Act (IDEA) Part B final regulations
1.2
Complete Part C; Implement Part D and National Instructional Materials Accessibility Standard (NIMAS) final regulations
1.3
Increase proficiency of students on NCLB performance indicators
1.4
Improve long-term performance of discretionary programs and grantees

PRIORITY 2: ADVANCE THE USE OF EVIDENCE-BASED PRACTICES.

Raise the quality and relevance of OSERS research

Improve alignment of discretionary grant investments with monitoring findings

Collaborate with the Institute of Education Sciences (IES), focusing on dissemination of research findings

Complete development and distribution of Tool Kit on Teaching and Assessing Students With Disabilities

PRIORITY 3: ACHIEVE SELF-SUFFICIENCY THROUGH POSTSECONDARY EDUCATION, EMPLOYMENT OR BOTH.
3.1
Improve employment outcomes for people with significant disabilities
3.2
Provide effective transition-age programs for postsecondary education outcomes
3.3
Provide effective transition-age programs for employment outcomes
3.4
Promote interagency collaboration, partnering with employers and effective independent living programs

PRIORITY 4: EXPAND ACCESS TO AND UTILIZATION OF ASSISTIVE TECHNOLOGY (AT).
4.1
Expand and coordinate a nationwide reuse network for Assistive Technology (AT) and Durable Medical Equipment (DME)
4.2
Encourage consideration of Assistive Technology (AT), where appropriate, in Individualized Education Programs (IEPs) and Individualized Plans for Employment (IPEs)
4.3
Increase Knowledge Translation (KT) programs
4.4
Promote "best uses" through Web sites and other means

PRIORITY 5: IMPROVE ACCOUNTABILITY FOR OSERS PROGRAMS.

Transform monitoring to be performance-based and focus on program improvements

Resolve deficiencies identified in the PART process

Effectively manage grants for performance reports, closeouts and timely liquidations

Lead the restructured Rehabilitation Services Administration (RSA) into effective operational relationships with state agencies
