1.Duringthepresitevisit,parents,advocatesandStateandlocalspecialeducationstaffdescribeddifficultiespresentedbytheincreasingnumbersofstudentswithemotionalandbehavioraldisorders(EBD)inVermont.Asonewaytoaddresstheseissues,VDEhasinstitutedtheBuildingEffectiveSupportsforTeacher(BEST)program.BESTistargetedatincreasingschools'abilitytosupportstudentswithemotionalandbehavioralchallenges.Thiseffortfocusesonincreasingeducationaloptionsandresources,thetrainingofschoolstaff,collaborationwithfamiliesandotheragenciesandbuildingregionalcapacity.VDEhastrainedaBESTcoordinatorineachoftheState's60supervisoryunions.Inaddition,VermonthasastatutethatrequiresStateandlocalagenciestocollaboratearoundissuesconcerningstudentswithemotionalandbehavioralproblems.AStatelevelteam,consistingofmanagersfromavarietyofagencies,agencystaffandparentrepresentatives,meetstwiceamonthtoplanandproblemsolvebothindividualcasesandsystemicissues.VermontattemptstoservethemajorityofitsstudentswithEBDintheregularclassroomsetting.However,OSEPwantstorecognizeonelocalefforttoservestudentswithEBDinaseparateschoolsetting.PublicagencyBhasestablishedasmallseparateschoolforstudentswho,becauseofemotionalandbehavioralproblems,werenotsuccessfulinregularschoolprograms.ThegoalofagencyB'sprogramistobuildthesestudents'selfesteemandhelpthemturnaroundnegativeselfdefeatingbehaviorssothattheycanbesuccessfulinschool,onthejobandinthecommunity.Thisprogramutilizesalowstudentteacherratio,strongparent,school,socialserviceandcommunitycollaborationandinvolvement,andintensiveindividualizationaroundacademicandbehavioralissues.Theprogramdirectorestimatesthatoverfiftypercentofthestudentswhoattendthisprogramstudentswhohadbeenhighriskcandidatesfordroppingoutofschoolultimatelygraduatefromhighschool.Manystudentshavebeensuccessfullyplacedinjobs.Theprogramhasalsoresultedinthesuccessfulreturnofmanyofthesestudenttoregularhighschools.2.Vermontcontinuestoleadthenationinthepercentageofstudentswithdisabilitieseducatedintheregularclassroom.Duringthe199293schoolyear,VDEreportedthat88.6percentofitsstudentswithdisabilities,aged6through21,wereservedintheregularclassroom.Throughtheuseofinstructionalaids,classroomsupportsandaccommodations,moststudentswithdisabilitiesareincludedinregularclassrooms.3.VermontisinthefourthyearofitsTransitionSystemsChangeProject,codirectedbyVDEandtheDivisionofVocationalRehabilitation,withintheDepartmentofSocialandRehabilitativeServices.Throughtheproject,Vermonthasestablishedanetworkoftechnicalassistancetohelplocalschoolsandadultserviceagenciesincreasetheircapacitytoprovidetransitionservices.TransitionfamilysupportspecialistshavebeenhiredineachofthefourregionsoftheStatetoworkwithindividualfamilies,withlocaltechnicalassistancestaff,andtoprovideinformationalworkshops.TheAnticipatedPostSchoolNeedsSurveywasconductedtoidentifythetransitionneedsofstudentsgraduatingduringthenextfiveyears.Inaddition,aPostSchoolIndicatorsProjectwasinitiatedtocollectdatafromformerspecialeducationstudentsonissuessuchassatisfactionwithschoolservices,postschoolemployment,friendshipnetworksandotherqualityoflifeindicators.Toimproveinteragencycollaborationwithineachregion,regionalpolicyboardshavebeenformedtoreviewtheresultsoftheanticipatedneedssurvey,identifyexistingservices,andworktowardsasystemofcomprehensivetransitionsupportservices.AlsothroughtheProject,a"LifeAfterHighSchool"transitionplanningbrochurewasdevelopedtoassiststudents,parentsandIEPteammemberstoconsiderinterestsandgoalsintheareasofemployment,postsecondaryeducationandtraining,livingarrangementsandcommunityparticipation.OSEPnotedhighqualitytransitionplanningactivitieswhenitvisitedpublicagencyC,anagencythatreceivestechnicalassistancethroughtheState'sTransitionSystemsChangeProject.Curricularandtransitionactivitieswerecloselycoordinatedtopromotesuccessfultransitionsfromhighschool.Thepublicagencyhadhiredanemploymentspecialisttodevelopsupportedandcompetitiveemploymentopportunitiesforstudentsandtocloselymonitortheirperformanceonjobs.Accordingtoteachersandthespecialeducationadministrator,manyofthestudents,includingstudentswithmultihandicappedhadbeenplacedinsupportedorcompetitivejobslots.
