Financial Status Report Forms and Instructions

The Education Department General Administrative Regulations at 34 CFR Part 80 (States and Local Governments) require that grantees submit annual Financial Status Reports (FSRs) every December 31 to record the expenditure activity of the career and technical education and other formula grants.

Grantees have 27 months from the issue of a formula grant to obligate or to commit the grant funds -- 15 months corresponding to the Federal Funding Period, and an addition 12 months per the Tydings Amendment of the General Education Provisions Act.

Each December 31 two FSRs for each grant are due -- an initial year report covering a period of 15 months (July 1, 20X1 through September 30, 20X2) and a final report covering a period of 27 months (July 1, 20X1 through September 30, 20X3).

An FSR is not considered final until all obligations are liquidated (i.e., committed funds are paid), per 34 CFR §80.23. Extensions to submit FSRs beyond December 31 may be granted if a written justification is submitted prior to the due date, detailing circumstances beyond a grantee's control that will cause a delay in liquidating obligations and/or producing the FSR.
