The Office of Vocational and Adult Education is pleased to announce the launch of the new and improved Consolidated Annual Report (CAR) which will allow you to easily enter, review, and submit all of your Perkins related reporting. As part of the Department’s ongoing effort to improve the reporting process, the CAR web-based and Excel reporting forms have been redesigned and upgraded. Using input from a number of state volunteers and the assistance of a new contractor, the web-based CAR is now easier to use than ever before for submitting your data. For those of you who prefer use the Excel approach, improvements have also been made, and the web-based and Excel approach are now more integrated than in the past.
The Excel and Web forms, as well as all related instructions and materials, are co-located at www.PerkinsCAR.com. Each director will receive an email from our CAR contractor, DTI Associates, Inc., containing state login information and the Personal Identification Number (PIN) needed for data approval and attestation. Also included in the email will be your state’s performance targets for each indicator, negotiated as of June 30, 2002. If the numbers provided are not valid for your state, please contact your Regional Accountability Specialist by November 1, 2003.
Several significant changes have been made to the forms and the submission process. Attached are a list of the changes and a flowchart of the submission process. Excel users should note that all forms should be downloaded from the website, and when completed, should be uploaded to the website. Also, data attestation will occur electronically through the use of a PIN number.
We would like to remind you that OVAE is offering two conference call training courses on the CAR. Both calls will cover the same material, so please attend the one most convenient for your state. The calls will last about one and a half to two hours and participation in the training is voluntary. If you and other state staff decide to participate, plan to have access to the Internet so you may review the CAR website as it is being discussed. In an effort to ensure the most efficient and effective training, we request that participants review the site prior to the training. The dates and times of the trainings are noted at the end of this memo; please register for the training to the e-mail address provided no later than 2 days prior to the training.
Follow-up information, including an agenda and additional training materials, will be forthcoming in the near future. Please share this information with those in your state who may want to attend.
