Program Memorandum

The Office of Management and Budget has approved the Consolidated Annual Performance, Accountability, and Financial Status Reporting instrument for the State Basic grant and Tech-Prep grant programs under the Carl D. Perkins Vocational and Technical Education Act of 1998, P.L. 105-332 (Perkins III). Prepared in consultation with State officials, the Consolidated Annual Report (CAR) includes all program reporting as well as Annual Performance Reporting requirements for both program years 1999-2000 and 2000-2001, addressing the progress States are making in implementing their State plans.

The CAR instrument approved by OMB is available on and can be downloaded in Word (667K) and in PDF (214K). The instrument contains background information on how and why the CAR was developed, a set of definitions, and general as well as specific instructions for completing the several forms that comprise the CAR. If you are not able to download the CAR from our website, please let us know and we will arrange for you to receive it by alternate means.
