General Accountability Review Rules

Rule 1--Numbers are provided for all numerators and denominators.

Rule 2--All numerators are less than denominators.

Rule 3--The addition of male and female denominators should equal total denominators. The addition of male and female numerators should equal total numerators.

Rule 4--The numerators and denominators for racial/ethnic groups and special populations should not be greater than total numerators and denominators.

Rule 5--The denominators for racial/ethnic groups and special populations should have similar proportional relationships to total denominators across all secondary indicators and across all postsecondary indicators.

Rule 6--The denominator for Non-Traditional Completion (4S2, 4P2) should be less than the numerator for vocational skill attainment (1S2, 1P2) and completion (2S1, 2P1).

Rule 7--The denominator for Placement (3S1, 3P1) should be less than or equal to the numerator for vocational skill attainment (1S2, 1P2) and the numerator for completion (2S1, 2P1).

Rule 8--The denominators for Core Indicator 1 should be similarly proportional to the denominator for Core Indicator 2 for secondary (1S1, 1S2 to 2S1) and postsecondary (1P1, 1P2 to 2P1) across states.

Rule 9--The denominator for secondary completion (2S1) should be lower than total secondary enrollment and similarly proportional across states. The denominator for postsecondary completion (2P1) should be lower than total postsecondary enrollment and similarly proportional to total postsecondary enrollment across states.

Rule 10 (Secondary Only)--The denominator for secondary completion (2S1) should be similarly proportional to the number of high school graduates reported by NCES in the same year across states.
