This package is in response to the questions posed by the Department in connection with the reauthorization of the Higher Education Act of 1965, which were published in the Federal Register on December 20, 2002. For more detailed answers, the document refers you to the recommendations we submitted to the House Committee on Education and the Workforce in December (also enclosed). The undersigned organizations have worked together to develop a consensus document which we all support, and which we hope addresses many of the Department's priorities. In addition, you may receive individual recommendations on several issues from one or more of the organizations identified below.

We hope that our responses to the questions posed by the Department, as well as the attached proposals and discussion, are helpful to you as you begin your deliberations on the reauthorization of the Higher Education Act. We look forward to working with you as you craft the Administration's reauthorization legislation over the coming months.
