First Session - January 14-16

The Department distributed a draft negotiating rulemaking agenda at the December 14, 2001, meeting, which identified a number of possible "pre-negotiation consensus items." The Department felt these issues were non-controversial and thus required little discussion. During the first negotiating session, the negotiators agreed that fourteen of the issues were, indeed, "quick fix" items, and the draft regulatory language is provided here.

Second Session - March 4-6

At the first negotiating session in January, the Department provided draft regulatory language for the "quick fix" issues. Also during this first session, the negotiators discussed the remaining issues using a "workshop" approach. That is, draft regulatory language was not presented and the negotiators engaged in a broader discussion of these "non quick fix" issues. After this session, the Department prepared draft regulatory language for review and discussion at the second negotiating session. Those materials were distributed to the negotiators prior to the second session, and are provided here as well.
