Theodore Sky
Senior Counsel

Theodore Sky has served since l988 as Senior Counsel to the General Counsel of the U.S. Department of Education. He provides legal advice regarding a variety of cross-cutting matters under the Elementary and Secondary Education Act and the General Education Provisions Act, including issues concerning consolidated State and local plans, as well as administrative dispute resolution and international education matters.

Mr. Sky joined the legal staff of the Department of Health, Education, and Welfare in l968 and has served the Department of Education as Acting General Counsel and Associate General Counsel for Program Service prior to assuming his present position.

Mr. Sky received a B.A. degree from Dickinson College in Carlisle, Pa. in l956 and a law degree from Harvard University Law School, cum laude, in l959. Following graduation, he served on the staff of the U.S. Securities and Exchange Commission and of the House Judiciary Committee and engaged in the private practice of law. He has received the Presidential Meritorious Federal Executive Award and other departmental awards.

In addition to his duties with the Department, Mr. Sky has served as program counsel to the Institute of Museum Services and has engaged in the teaching of law. He is the author of a number of law review articles. Sky and his wife, Vera, have two daughters.
