PURPOSE: To Transmit Second Title I, Part A, Grant Award for School Year 1998-99.

Attached is the second 1998-99 grant award notification under Grants to Local Educational Agencies authorized by Title I, Part A of the Elementary and Secondary Education Act. The fiscal year 1998 Department of Education Appropriations Act (P.L. 105-78) provided that approximately 77 percent of the $6,207,014,880 appropriated for Basic Grants and made available to the States would become available on July 1, 1998, with the remainder becoming available after October 1, 1998. This second grant award provides the remaining funds appropriated in P.L. 105-78 and made available after October 1. The amount in the attached notification, when added to the grant award issued on July 1, 1998 will equal the full 1998-99 Basic Grant allocation provided for your State in our Program Directive of April 9, 1998 (FM - 23).

These funds remain available for obligation through September 30, 1999. Section 421(b) of the General Education Provisions Act, as amended by P.L. 103-382, further provides that funds not obligated by the end of that funding period remain available for obligation at the

State and local levels for an additional 12 months until September 30, 2000. Section 1127 of Title I, however, places a 15 percent limitation on the amount of school year 1998-99 Part A Basic and Concentration Grant funds that a local educational agency may carry over into the next fiscal year.
