PURPOSE: To provide the technical amendments that were made to Title I through the Omnibus Consolidated Rescissions and Appropriations Act of 1996

On April 26, 1996, the President signed the Omnibus Consolidated Rescissions and Appropriations Act of 1996, P.L. 104-134. Included in this Act were technical amendments to the Elementary and Secondary Education Act of 1965, including some for Title I. The amendment to section 1120A of Title I is addressed in the previous Directive GA 10.

Sections 1111 and 1116 of Part A were amended by striking the term "opportunity-to-learn standards or strategies" and clauses containing this term. All affected subsections were renumbered accordingly. A copy of these amendments is attached for your reference.
