The State of Maryland proposes to develop English language arts content standards, to apply the developing standards in classroom, to evaluate formatively development and implementation, to revise the standards, to pilot staff development applications of the revised standards, and to develop teacher standards for program planning for certification and recertification.
Building on the State's current English language arts curricular framework and its performance assessment program, a Content Workgroup led by an Advisory Board, will develop a compendium of content standards in English language arts for students, K-12. It will delineate developmentally appropriate content standards for language and literature, as well as processes for listening, speaking, reading and writing. Teacher members of the Content Workgroup will begin to field-test the developing standards in their schools in the second year of the project.
The same teachers will work with the Content Workgroup to address language arts education standards for teachers, knitting together the student standards and the Maryland's Essential Dimensions of Teaching, the resulting teacher standards for English language arts will be synthesized into program planning for certification and recertification.
In the third year, the project will create and pilot a model for teacher education -- both staff development and preservice training -- in selected schools throughout Maryland, including at least one Professional Development School serving teaching interns and practicing teachers. Continuous formative evaluation of all project activities will ensure articulation among project activities and inform revision to project products and related programs.
