U.S. Secretary of Education Arne Duncan announced today that the Education Department will publish a proposal in the Federal Register on Monday, Aug. 17, to allow states to reserve more administrative funds under Title I, Part A and IDEA to defray data collection costs in the American Recovery and Reinvestment Act (ARRA) including those related to administering, monitoring and reporting on use of ARRA funds. Title I and IDEA are programs that provide additional educational assistance to academically at-risk students and children with disabilities, respectively. The notice is a proposal, which will be open for public comment for 30 days.
"With an historic $21 billion in stimulus funding for Title I, Part A and IDEA comes additional responsibilities for states to administer, monitor and report how dollars are being spent," said Duncan. "We want to do everything we can here at the Department to help states meet those needs, which is why we are proposing to make up to $41 million in existing Title I and IDEA funds available for this use nationwide."
ARRA imposed new requirements on states under Title I, Part A and IDEA, section 611. However, the Title I, Part A and IDEA, section 611 programs have limits on the amount of funds states may reserve for administration, which were put in place before the ARRA was passed. ARRA allows the secretary to make reasonable adjustments to those limits to help states meet the additional data burden related to administering, monitoring and reporting on the use of ARRA funds.
The notice specifies a maximum additional amount of administrative funds that each state may reserve under Title I, Part A and IDEA, section 611. Please see the tables below for these figures.

Note: * There are two figures for Title I, Part A. This is because the proposal would allow a state that requests and receives 1) a waiver related to Title I, Part A, ARRA funds, or 2) a waiver of maintenance of effort for LEAs, to reserve a larger amount of additional administrative funds than it would otherwise be permitted to reserve.
