Secretary Duncan delivers the keynote address at the National Education Association's forum in Alexandria, Va., "Transforming Assessment and Accountability Systems: A Working Forum for State Partners." In collaboration with the National Center for Fair and Open Testing, state teams and interested national groups met to create a network to foster a deeper understanding of the issues, possibilities and trends associated with authentic, fair accountability systems.
