Frank Chong Is New President of Santa Rosa Junior College
OVAE's former Deputy Assistant Secretary for Community Colleges Frank Chong became the president of Santa Rosa Junior College (California) on Jan. 11, 2012. In her announcement of Chong's appointment, U.S. Department of Education Under Secretary Martha Kanter wrote, “We appreciate his work over the past two years in building capacity and support for our nation's community colleges, a priority for our administration. … His leadership and outreach with the more than 1,200 community colleges across our country, his work with the Department of Labor and his outreach with professional associations and philanthropies are deeply appreciated.”
OVAE Assistant Secretary Brenda Dann-Messier wrote, “Since his appointment [to OVAE] in January 2010 … [Chong] has helped to lead our efforts in promoting the critical role that community colleges play in meeting the president's 2020 College Completion Goal. He has been a passionate advocate and effective spokesperson for the Department and has helped strengthen existing partnerships with community colleges throughout the nation. Because of his leadership in planning and implementing four regional community college summits, we were able to forge stronger partnerships with businesses, industry, and the philanthropic community.”

Migration Policy Institute Announces Opening of Application Period for the 2012 E Pluribus Unum Prizes
The Migration Policy Institute's National Center on Immigrant Integration Policy has announced that the application period for the 2012 E Pluribus Unum Prizes is open. This prize program provides three $50,000 prizes and one Corporate Leadership Award annually to exceptionally successful immigrant integration initiatives. The program rewards and publicizes outstanding efforts that help immigrants and their children join the mainstream of U.S. society or that bring immigrants and native-born Americans together to build stronger, more cohesive communities.
Individuals, nonprofit and community organizations, businesses, religious groups, and government entities, agencies or officials operating in the United States are eligible to apply. Institute of Education Sciences Announces Small Business Innovation Research 2012 Program Competition Including Adult Education Applicants
The Institute of Education Sciences’ (IES) Small Business Innovation Research Program (SBIR) released three Fiscal Year 2012 solicitations on Jan. 3, 2012. One of them, EDIES-12-R-0006, invites qualified small business firms, including those focused on adult education, to submit a Phase I proposal. SBIR provides funding to firms and partners for the research and development of commercially viable education technology products or tools. Firms with strong research or research and development (R/R&D) capabilities in education technology in the listed priority areas are encouraged to participate. ED is very interested in the development of practical tools that can be used by mainstream education researchers (who are not necessarily statisticians or researchers with highly sophisticated statistical skills) to improve, simplify or make more efficient survey or research designs, collection of data, analysis of data and interpretation of findings. The closing date for receipt of proposals is Feb. 22, 2012, at 11 a.m. EST.
The Department has selected two priorities for this SBIR solicitation: (1) the development of products to improve student learning directly or indirectly in authentic education delivery settings or (2) the development of tools to facilitate research in the field of education. Phase I of the competition is a request for proposals for the research and development of prototypes of education technology products in the two priority areas. Proposals should concentrate on R/R&D that will establish the feasibility of the technological approach, a prerequisite for further ED support in Phase II. Awards are for periods of up to six months in amounts not to exceed $150,000.

The full solicitation details specific Phase I product guidelines, including those for adult education applicants. Products in this area must address basic or secondary reading, writing, or mathematics skills, or the needs of English language learners.
