Submission for OMB Review; Comment Request
AGENCY: Department of Education.
SUMMARY: The Acting Director, Information Collection Clearance
Division, Regulatory Information Management Services, Office of
Management invites comments on the submission for OMB review as
required by the Paperwork Reduction Act of 1995.
DATES: Interested persons are invited to submit comments on or before
May 10, 2010.

SUPPLEMENTARY INFORMATION: Section 3506 of the Paperwork Reduction Act
of 1995 (44 U.S.C. Chapter 35) requires that the Office of Management
and Budget (OMB) provide interested Federal agencies and the public an
early opportunity to comment on information collection requests. OMB
may amend or waive the requirement for public consultation to the
extent that public participation in the approval process would defeat
the purpose of the information collection, violate State or Federal
law, or substantially interfere with any agency's ability to perform
its statutory obligations. The Acting Director, Information Collection
Clearance Division, Regulatory Information Management Services, Office
of Management, publishes that notice containing proposed information
collection requests prior to submission of these requests to OMB. Each
proposed information collection, grouped by office, contains the
following: (1) Type of review requested, e.g. new, revision, extension,
existing or reinstatement; (2) Title; (3) Summary of the collection;
(4) Description of the need for, and proposed use of, the information;
(5) Respondents and frequency of collection; and (6) Reporting and/or
Recordkeeping burden. OMB invites public comment.

Title: Gulf Coast Recovery Grant Application for Initial Funding.
Frequency: One time.

Abstract: The Gulf Coast Recovery Grant (GCRG) is a new program
authorized in Public Law 111-117--the Consolidated Appropriations Act,
2010. The Act reserves $12 million for competitive grants to provide
funding to local educational agencies (LEA) in counties in Louisiana,
Mississippi, and Texas that were designated by the Federal Emergency
Management Agency as counties eligible for Individual Assistance due to
damage caused by Hurricanes Katrina, Ike, or Gustav. Funds can be used
to improve education through such activities as replacing instructional
materials and equipment; paying teacher incentives; constructing,
modernizing, or renovating school buildings; beginning or expanding
Advanced Placement or other rigorous instructional curricula; starting
or expanding charter schools, and supporting after-school or extended
learning time activities.
The requirements under this grant include information collection
activity covered under the Paperwork Reduction Act (PRA). The activity
consists of the development of a new application for a LEA to submit to
the Department to apply for FY 2010 funds.
This information collection is being submitted under the
Streamlined Clearance Process for Discretionary Grant Information
Collections (1894-0001). Therefore, the 30-day public comment period
notice will be the only public comment notice published for this
information collection.
