may amend or waive the requirement for public consultation to the
extent that public participation in the approval process would defeat
the purpose of the information collection, violate State or Federal

its statutory obligations. The Acting Leader, Regulatory Information
Management Services, Office of Management, publishes that notice
containing proposed information collection requests prior to submission
of these requests to OMB. Each proposed information collection, grouped
by office, contains the following: (1) Type of review requested, e.g.

low to moderate student achievement. This study will specifically
examine the impact of SiS on student achievement and on school
practices associated with school improvement. The primary data
collection will include a teacher survey assessing school improvement
practices (data-based decision-making, practices associated with
improved student achievement, shared leadership, and purposeful
community) and student achievement data. Data collection will occur
over a two-year period. Hierarchical Linear Modeling (HLM) will be used
to determine the effects of SiS on school-level student achievement and
school-level reform practices.
