Correction

    In rule document 96-31874 beginning on page 66225 in the issue of 
Tuesday, December 17, 1996 make the following correction:

PART 86 [CORRECTED]

    1. On page 66225, in the third column, in the ninth and tenth 
lines, remove the authority citation.
    2. On the same page, in the same column, under amendatory 
instruction 1., insert ``Authority: 20 U.S.C. 1145g, unless otherwise 
noted.''
