This memorandum provides States with an update on the status of the Financial Status Report (FSR) form to be used to collect information on the financial activity of grants awarded under the Carl D. Perkins Vocational and Applied Technology Education Act of 1998 (Perkins III).
The draft Perkins III FSR form has been developed and distributed to financial contacts in the states and other interested parties. Numerous comments have been received regarding the line items in the draft form and possible constraints to collecting the necessary data to report on these items. Additional comments are still being accepted and will be considered in the final decisions made for the information collection efforts made by the Office of Vocational and Adult Education.
During two technical assistance meetings in August, state personnel will have a final opportunity to provide input on their concerns of the data collection in the FSR. The meetings will take place in Washington, DC on August 16-17 and in Chicago on August 23-24. The goal is to have a final FSR form approved by the Office of Management and Budget by December 1999.
Because there will not be an approved FSR in place by the time the FY 1999-2000 grants are awarded for Perkins III, states will be required only to report aggregate outlays as set forth in Section 112 (Within-State Allocation) of Title I - Basic Grant to States. For example, states will only be required to report the 85% distribution to eligible recipients as an aggregate amount on its interim report due December 31, 2000, and its final report on December 31, 2001. In addition, states will not be required to separately report funds it reserved under Section 112(c) for the FY 1999-2000 Basic Grant to States award.
Any additional reporting requirements for subsequent years' awards will be decided after the August meetings.
