| The Federal TRIO Programs are educational opportunity outreach programs designed to motivate and support students from disadvantaged backgrounds. TRIO includes six outreach and support programs targeted to serve and assist low-income, first-generation college, and disabled students to progress through the academic pipeline from middle school to postbaccalaureate programs. |

| The Binational Migrant Education Program (BMEI) was initiated and supported by individual States that had a migrant student population that migrates regularly between Mexico and the United States. In an effort to promote educational continuity, participants in the BMEI began to meet annually for the purpose of improving the education of those students and revisit the priorities in the MOU with additional annexes. |
