Amendment 0002 to RFP ED-99-R-0040 was signed on September 20, 1999. The purpose of the amendment is to provide responses to questions from potential offerors. The text of Amendment 0002(5K) is hereby made available for downloading/viewing. All other terms and conditions remain unchanged.


UPDATE SEPTEMBER 13, 1999

Amendment 0001 to RFP ED-99-R-0040 was issued on September 9, 1999. The sole purpose of the amendment is to correct the deadline for receipt of clarification questions. The RFP is revised as follows:

Delete:Ed will accept clarification questions until August 24, 1999.
Substitute:ED will accept clarification questions until September 24, 1999.

All other terms and conditions remain unchanged.

The U.S. Department of Education (ED), Office of Special Education Programs (OSEP) requires a Contractor for forty-eight (48) months with a twenty-four (24) month option period to conduct a longitudinal study of elementary school students with disabilities. This study will collect data from students, parents, teachers, and school principals to form a comprehensive picture of the experiences of elementary school students with disabilities. It will also provide data for some of OSEP's Part B GPRA indicators.

The data collection for the Special Education Elementary Longitudinal Study (SEELS) will be in three (3) Waves (i.e., data will be collected three (3) times from each source). Wave 1 parent data will be collected in the first year of the study. Wave 1 direct assessment and school data will be collected in the second year. All Wave 2 data will be collected in the third year of the study. All Wave 3 data will be collected in the fifth year.

Internet requests may be sent to Yolanda_Abney@ed.gov. Copies of the RFP may be picked up in person on the issuing date at the above address, Room 3616. Issue date is September 2, 1999 and Closing date is October 7, 1999, 2PM EST. All responsible sources may submit a proposal which will be considered. The dates listed herein are subject to change.
