With the aim of advancing formal reading instruction for the growing number of limited English-proficient (LEP) students in our schools, the Office of Bilingual Education and Minority Languages Affairs (OBEMLA) requires the services of a contractor to conduct a two year psycho-linguistic study to identify the specific reading skills that transfer from Spanish to English in young learners, specifically on the literacy skills used by Spanish-literate children in the process of learning to read English. By young learners, we refer to children who are entering Kindergarten or Grade One and will be finishing Grades Two or Three at the end of the study. It is expected that such research will reveal skills that both facilitate and impede learning and, once identified, will be useful in expediting the teaching of English reading to Spanish-background students in the early grades. . Requests for copies of the RFP may be made by telephone, mail, telegram, Internet, or in person. All requests shall reference the RFP number (ED-98-R-0018) and title.
