The statement of work is provided in two files, "NELSSOW.DOC" is in MS Word
format and "NELSSOW.TXT", which has been converted to ASCII Text format to
allow viewing online.  Some codes and formatting may have been changed in
the conversion to ASCII.  Use the version in the word processing format for
preparing comments or proposals.

The file "ATTACH.ZIP" contains additional files potential offerors will need
to prepare a proposal.
