Part IV Statement of Work Specific Requirements for Each Clearinghouse Part IV of this Statement of Work provides for each Clearinghouse an estimate of the number of documents to be acquired, selected, and processed annually for entry into RIE. Given unanticipated changes in resources, a proliferation of new materials, or other factors, the contractor may at any time suggest changes to the proposed RIE levels, subject to approval by the Contracting Officer and recommendation by the COTR. In addition, estimates of the number of articles to be processed annually for entry into CIJE are included for each Clearinghouse, together with estimates of the number of ERIC Digests, major publications, etc., to be produced. This section also provides for each Clearinghouse an estimate of the number of AskERIC questions to be answered annually. Because the number and Clearinghouse distribution of AskERIC questions depends on customer demand, hot topics, and other factors, it is difficult to predict accurately how many questions in each Clearinghouse's scope will require response. Therefore, the contractor may be required to answer additional questions beyond the estimate, in which case appropriate compensation would be arranged with the lead AskERIC Clearinghouse for the extra volume. If the number of AskERIC questions falls short of the estimate, the contractor may at any time suggest changes to the proposed level, subject to approval by the Contracting Officer and recommendation by the COTR. Part IV of this Statement of Work also describes the specific content coverages of each Clearinghouse, provides estimated levels of effort for each Task, and describes the journals to be indexed on behalf of the entire ERIC system by each Clearinghouse. Special Project Update User Services Manual Introduction The ERIC User Services Manual was developed in 1991 by the ERIC Clearinghouse on Adult, Vocational, and Career Education (CE) as part of an ERIC system task force. This manual provided guidance, suggestions, and examples for effectively conducting the wide range of ERIC user services activities. (See Task 3, Part III. and B.3, Part II. in the Statement of Work.) The Clearinghouse updated the manual in 1997 to incorporate changes due to new electronic technology and to reflect current practices in user services. The government needs to update this manual for this important function every two years. Scope of Work The purpose of this Special Project is to update and maintain the ERIC User Services Manual every two years for the whole ERIC system. The contractor shall perform the following tasks: 1) The contractor shall update general information in the current manual about the provision of user services. The contractor shall include the following sections and categories in the manual: "What are User Services?" , "Who Provides User Services?", "How are User Services Provided?", "Record keeping", "Outreach", "ERIC Partners", "Skills Needed for User Services", "Staff Development", and "How to Conduct an ERIC Workshop for Searchers/Librarians". Other topics may be added or deleted as determined by system wide needs and directions. (The 1997 User Services Manual is included in Reference 5.) 2) The contractor shall collect information and produce a draft of the manual by the Spring ERIC Technical Meeting in Year 2000 and again in Year 2002. In developing the manual the contractor shall consult with all user services coordinators and other ERIC personnel who have experience in a particular area. 3) The contractor shall send the draft of the revised manual to each Clearinghouse and to the COTR with a review form. The contractor shall lead a session at the ERIC Technical Meeting for discussing and critiquing the draft. 4) The contractor shall complete all revisions within one and a half months from the Spring ERIC Technical Meeting. The contractor shall submit a final draft of the manual to the COTR for approval. The contractor shall complete editing, formatting, and printing within the next one and a half months. The contractor shall then produce twenty-five copies of the manual in loose leaf binders, providing one to each ERIC component and three copies to the ERIC Program Office. Special Project National Parent Information Network (NPIN) Component -- ERIC Clearinghouse on Elementary and Early Childhood Education Introduction The National Parent Information Network is an Internet-based information system and service for parents and the people who support them in the raising and educating of their children. There are two components of the project, one based at the ERIC Clearinghouse on Elementary and Early Childhood Education, the other based at the ERIC Clearinghouse on Urban Education. This Statement of Work (SOW) addresses the ERIC Clearinghouse on Elementary and Early Childhood Education component. The increased use of information technology by the general public, including parents, has exploded exponentially. To meet this challenge and need of providing information to parents, the ERIC Clearinghouse on Elementary and Early Childhood Education (EECE) has built and manages a component of the National Parent's Information Network (NPIN), one of ERIC's two Internet infrastructures for parents and early childhood educators. This clearinghouse focuses on resource development and question-answering for parents and minorities to increase the opportunities and access to NPIN information. Parents, especially, require information that addresses their needs, is readily available, and is also useful to the specialists who serve their children. To achieve this goal, The ERIC Clearinghouse on Elementary Education needs to continue working toward maximizing three major objectives: 1. Expand the existing base of information that specifically addresses the needs of parents and their families. 2. Enhance existing systems in order to increase parents and their families' access to that information through Internet. 3. Continue and expand activities with network partners, especially the ERIC Clearinghouse on Urban Education and the AskERIC component hosted at the ERIC Clearinghouse on Information and Technology. Scope of Work Task 5. System Improvement Activities and Special Projects. Subtask 5.2. Participate in Special Projects. The contractor shall: 1) Continue to refine the systematic acquisition of materials from major parenting programs, from professional organizations and from state departments of education. 2) Increase access to NPIN by conducting training and consultation programs for families and for organizations that serve them. 3) Continue to review and modify the organization of materials to ensure the continued ease of use by parents and early childhood educators. 4) Provide systematic coverage of the education, child development, and child care news in language intended for parents as well as early childhood educators. 5) Increase capacity and expertise in the delivery of information directly to parents and parent educators by keeping its Internet presence state-of-the-art. 6) Coordinate its information base building and accessibility activities regularly (at least monthly) with other ERIC system components, especially the Clearinghouse on Urban Education's Urban/Minority Family Section on the Urban Education Web site and AskERIC. F. Special Project Chair and Coordinate the ERIC Directors' Executive Committee The effective functioning of the ERIC Directors' Executive Committee is vital to the integrity of the ERIC system. The Committee is an elected system-wide group whose work is mandated in Subtask 5.2 of this Statement of Work. Duties include:  planning and implementing the agenda for the semi-annual national ERIC Directors' Meeting;  considering all recommendations resulting from national meetings or recommendations received from Clearinghouses at anytime;  making recommendations for action to the ERIC program office; and  carrying out projects on behalf of the ERIC system as approved by the ERIC program office. If the chair of the ERIC Directors' Executive Committee changes to another ERIC contractor during the contract period, this special project will be transferred to that contractor. ERIC Clearinghouse on Higher Education A. Scope of Interest All aspects of the conditions, programs, and problems at colleges and universities providing higher education (i.e., four-year degrees and beyond). Special Project AskERIC Introduction AskERIC is the highly successful, award-winning, Internet-based, education information service of the U.S. Department of Education. AskERIC uses the Internet, commercial networks, and the emerging national information infrastructure to provide high-quality and timely education information to educators and the public. Each week, AskERIC provides information about learning and teaching to thousands of teachers, administrators, library media specialists, parents, community members and others through e-mail and an Internet-based resource collection. Since AskERIC began in 1992, AskERIC specialists have responded to more than 100,000 e-mail inquiries. AskERIC currently receives more than 900 e-mail questions per week, and this growth shows no signs of abating. Scope of Work Task 5. System Improvement Activities and Special Projects. Subtask 5.2. Participate in Special Projects. The purpose of this Special Project is to maintain the following tasks. 1) AskERIC Question-Answering Service. The contractor shall maintain AskERIC's question-answering capability of answering approximately 900 questions per week during the initial year of this contract. The contractor shall distribute most questions to the appropriate Clearinghouse based primarily on the subject scope of the question. On occasion, the contractor may need to avoid overloading an individual Clearinghouse by distributing some questions to other Clearinghouses. The contractor shall distribute funds for this special project based on demand and the distribution of questions to the other ERIC clearinghouses. The contractor shall attempt to balance distribution in accordance with the estimated volume of questions listed for each Clearinghouse in Part IV of this Statement of Work. The contractor shall insure that the number and expertise of personnel staffing this task are sufficient to maintain current quality standards. The contractor shall revise and update the System-wide Guide to AskERIC Question Answering as necessary (at least annually) in consultation with Clearinghouse user services personnel. The contractor shall maintain and enhance electronic systems and mechanisms for storing customer questions, tracking referrals and AskERIC responses, and analyzing the information, including trends in topics, distribution of referrals, and response time by Clearinghouse. 2) AskERIC Virtual Library. The contractor shall maintain AskERIC's Virtual Library, and where feasible, add more of the following: ERIC searches, AskERIC InfoGuides, etc. The objective shall be to maintain at least 30,000 users per week, which is roughly equivalent to 300,000 hits per week, during the initial year of this contract and increase the number, if possible. The contractor shall coordinate the participation of the Clearinghouses in maintaining a digital reference collection of network resources and links to assist in answering AskERIC questions. Each Clearinghouse will be expected to identify, enter, and regularly update resources and links in its subject scope. The AskERIC contractor shall host the collection, maintain its overall organization, develop appropriate guidelines and procedures, and instruct and assist Clearinghouse user services staff in its use. The contractor shall determine priorities for information to be added to the AskERIC Virtual Library and existing information to be updated, based largely on trends in AskERIC questions and customer feedback, as well as feedback from the ERIC Internet/Web task force and other ERIC components. The contractor shall recommend and implement ways to distribute content creation and maintenance to the Clearinghouses and other components, within frameworks and guidelines to ensure ease of use for customers. 3) AskERIC Network Building. In order to enhance the use of AskERIC's products and services, it is essential to continue active network-building activities by reaching more organizations, such as State Education Agencies (SEAs) and commercial entities. Included in this activity is maintaining AskERIC's presence within the Department of Education in consort with the National Library of Education. For example, the project currently operates four electronic discussion groups within ED. The contractor shall at least maintain that level of work. If feasible, the contractor may add other discussion groups but only if they allow the contractor to stay within current funding constraints. 4) AskERIC Systems Support. Systems support shall be maintained at the current level in order to assure the effectiveness of the system, especially in the areas of AskERIC Question-Answering and Virtual Library activities. 5) AskERIC R&D. In order to keep AskERIC on the leading edge of electronic information transfer, the contractor shall continue to explore the full range of emerging technologies such as multimedia, new formats for retrieval systems, full-text systems, etc. Also, a significant portion of this effort shall go into evaluating the effectiveness of the AskERIC project because of its national prominence and importance to American education. Senior staff time shall be committed to this task in order to assure the quality and effectiveness of the AskERIC R&D effort, including the evaluation. 6) AskERIC Annual Meeting. The contractor shall sponsor, plan, and run an annual meeting of Clearinghouse and other organizations involved in AskERIC, with special emphasis on question-answering. ERIC Clearinghouse on Languages and Linguistics A. Scope of Interest Languages and language sciences. All aspects of second language instruction and learning in all commonly and less commonly taught languages, including English as a second language and signed languages. Native language learning and instruction in all languages other than English. Bilingualism and bilingual education. Cultural education in the context of second language learning, including intercultural communication, study abroad, and international educational exchange. All areas of linguistics, including theoretical and applied linguistics, sociolinguistics, and psycholinguistics. See Reference 4 pp. A-35 - 40 for complete statement. B. Professional Journal Coverage A total of 71 professional journals have been assigned to this clearinghouse for input of articles into The Current Index of Journals in Education (CIJE). Journal coverage falls into these categories: (1) Comprehensive: All articles from assigned, high quality journals that are focused entirely on the field of education (CORE JOURNALS) are processed into the database. This excludes editorials, letters to the editor, schedules of events, newsletters, book reviews, regular columns and advertising. (2) Selective: All substantive education-related articles from assigned but non-CORE journals are processed into the database. (3) "One Shots": Substantive education-related articles in journals that are not routinely reviewed for the ERIC database are processed into the database. Special Project Chair and Coordinate the ERIC Technical Steering Committee The effective functioning of the ERIC Technical Steering Committee is vital to the integrity of the ERIC system. The Committee is a system-wide group whose work is mandated in Subtask 5.2 of this Statement of Work. Duties include:  planning and implementing the agenda for the annual national ERIC Technical meeting;  providing planning assistance for local/regional meetings as requested;  considering all recommendations resulting from national meetings or recommendations received from Clearinghouses at anytime;  making recommendations for action to the ERIC program office; and  carrying out projects on behalf of the ERIC system as approved by the ERIC program office. At the end of the first year of the new contract, a system of rotation of the chairperson shall be enacted. The chair shall be elected at the Annual Technical meeting. If the chair of the ERIC Technical Steering Committee changes to another ERIC contractor during the contract period, this special project will be transferred to that contractor. Special Project - National Parent Information Network (NPIN) Component -- ERIC Clearinghouse on Urban Education Introduction The National Parent Information Network is an Internet-based information system and service for parents and the people who support them in the raising and educating of their children. There are two components of the project, one based at the ERIC Clearinghouse on Elementary and Early Childhood Education, the other based at the ERIC Clearinghouse on Urban Education. This Statement of Work (SOW) addresses the ERIC Clearinghouse on Urban Education NPIN component. Urban and minority families need access to more information in order to help them participate more actively and help improve I their children's education. Parents, especially, require information that addresses their needs, is readily available, and is also useful to the specialists who serve their children. To achieve this goal, The ERIC Clearinghouse on Urban Education needs to continue working toward maximizing three major objectives: 1. Expand the base of information that specifically addresses the needs of minority and urban parents and their families. 2. Enhance existing systems in order to increase minority and urban parents and their families' access to that information through Internet. 3. Continue and expand activities with network partners, especially the ERIC Clearinghouse on Elementary and Early Childhood and the AskERIC component hosted at the ERIC Clearinghouse on Information and Technology. Scope of Work Task 5. System Improvement Activities and Special Projects. Subtask 5.2. Participate in Special Projects. The contractor shall: 1. Expand and add to the Urban/Minority Family section of the Urban Education Web site's information base by acquiring full-text manuals, research reports, program design guides, parent guides, pertinent ERIC Digests, annotated bibliographies, conference announcements, and ERIC abstracts of selected publications. 2. Increase the access to NPIN by conducting training and consultation programs for urban and minority families and for organizations that serve them. 3. Coordinate its information base building and accessibility activities with the ERIC Clearinghouse on Elementary and Early Childhood Education and AskERIC on a regular basis, at least monthly.
