The Contractor Performance Evaluation(Past Performance) forms are also available at the web site. Offerors should read the changes to the RFP carefully. The hour and date specified for receipt of offers is extended to 2:00 PM, 11/12/97. Clause B.3 Contract Definition, delete items (a) and (b) and replace with the following: (a) This is a Firm Fixed Price, requirements contract as defined under FAR 16.202 and 16.503 for items and deliverables listed in the Pricing Schedule as Fixed Price. (b) This is a Time and Materials, requirements contract as defined under FAR 16.601 and 16.503 for items and deliverables listed in the Pricing Schedule as Time and Materials. Section C 2. Clause C.1 Maintenance Requirements, this clause shall be deleted in its entirety. 3. SOW Section 3.10 A, delete the reference to "Section H," and replace it with "Section C.4." Section G 4. Clause G.6, Government-Furnished Property, delete the second item of GFP listed, and replace with the following: "The contractor will be provided access to the ED internet site hardware, system software, server software, and telecommunications/network equipment and connectivity as described in Exhibit D. The contractor will not be responsible for the maintenance of this equipment. The site configuration and ED computing and infrastructure described in Exhibit D is subject to change as technology changes in the future and ED chooses to upgrade, extend, or modify its internet computing, and networking infrastructure." 5. Clause G.6, Government-Furnished Property, add the following item: "The contractor shall be required to maintain the internet test site/machine, which shall be configured similarly to the live site." Section H 6. Clause H.13, Computer System Design and Implementation Requirements, delete item 4, Programming Language, in its entirety. 7. Clause H.14, Government-Furnished Computer Facilities, shall be deleted in its entirety. 8. Clause H.18, Key Personnel, the clause will remain as is but identify key personnel labor categories as: Project Manager Senior Systems Analyst Database Administrator Sr. Internet Document Editor Section I 9. Clause I.6 Order Limitations, item (b) Maximum Order, shall be deleted in its entirety and replaced with the following: "The Contractor is not obligated to honor any order or series of orders that together call for the contractor to provide more than 1,200 hours in any one week." Section L 10. Clause L.5 Technical Proposal Instructions, item 3 the three page limitation shall be deleted in its entirety. 11. Clause L.5 Technical Proposal Instructions, item 3 add the following to the first paragraph: "(Resumes are limited to 2 pages each, 12pt., Courier font, 1 inch margins)" Section M 12. Clause M.1 Evaluation Factors for Award, item C, "Technical Evaluation Criteria," delete category 4) "Questions," in its entirety, and replace it with the following: "4) Questions (45 points total) a. Add the following Exhibit to the table of contents (exhibit is attached), "Exhibit F, The Department of Education's Internet Infrastructure Division of Labor." Section 3.0 14. SOW section 3.7, Task 7 - Interface and Coordination, delete the reference to "sysadmin" in the fourth paragraph. Section 6.2 15. SOW section 6.2.5, Communications/Network Specialist, delete the first paragraph in its entirety and replace with the following: "Responsibilities include but are not limited to testing, performance monitoring (to be able to optimize utilization of communications setup), maintenance of status logs, reporting of trouble calls. Also acts as interface between communications sources (e.g., phone company, Internet) and systems users, and works closely with computer operator. Exhibit D 16. Delete Exhibit D, ED Internet Computing and Networking Infrastructure, Equipment, and System and Server Software as of April 1997, in its entirety and replace it with the attached revised version.
