UPDATE - JANUARY 17, 2001

Two Amendments have been made to RFP ED-01-R-005. Amendment 1 provides clauses which were inadvertently left out of the on-line version of the RFP. Amendment 2 provides the Government's answer's to questions from potential offerors. Both amendments are available below in one file. The National Institute for Literacy (NIFL) has a requirement for expertise in the areas of standard-setting, performance assessment, and conducting large-scale field-based research in order to carry out work needed to develop and validate all components of the Equipped for the Future (EFF) assessment framework. This requirement shall include, but not be limited to, the following activities: validation of a performance continuum for the 16 EFF Standards; identification and validation of performance levels and benchmarks related to real-world performance; identification and development of assessment tools that enable us to reliably measure progress and attainment on these standards in relation to these benchmarks; and development of meaningful credentials based on these standards that certify achievements related to the world of work.

Copies of the RFP may be picked up in person on the issuing date at the above address. Issue date is December 21, 2000 and closing date is February 20, 2001 (3:00PM EST). All responsible sources may submit a proposal which will be considered. The dates listed herein are subject to change.

File "01r0005-solicitation.zip" includes the RFP, the Statement of Work, and all RFP Attachments except Attachment E. File "01r0005-attache.zip" contains the 6 documents which make up Attachment E.
