The U.S. Department of Education invites entities to submit Phase I research proposals under this program solicitation entitled Small Business Innovation Research (SBIR). Please note that each organization submitting a proposal must qualify as a small for-profit business for research purposes at the time of the award. Firms with strong research capabilities in educational technology, science, or engineering in any of the topic areas listed within the solicitation are encouraged to participate. Objectives of this solicitation include stimulating technological innovation in the private sector, strengthening the role of small business in meeting Federal research and development (R&D) needs, increasing the commercial application of ED-supported research results, and improving the return on investment from Federally-funded research for economic and social benefits to the Nation.

A small business is one that, at the time of the award:

1. is independently owned and operated, is not dominant in the field of operation in which it is proposing, and has its principal place of business located in the United States;
2. is at least 51 percent owned by a United States citizen or lawfully admitted permanent resident alien(s);
3. has, including its affiliates, a number or employees not exceeding 500, and meets the other regulatory requirements found in 13 CFR part 121.

The SBIR Program enables small businesses to perform research and development through a three-phase process. Further information is available on the Department's SBIR website.
