The U.S. Department of Education has a requirement for a 60-month evaluation, consisting of surveys and case studies, to evaluate the impact of the Reading Excellence Act on children's reading development. This evaluation shall identify the effects of scientifically based, comprehensive reading strategies mandated in the Reading Excellence Act (REA). The contractor shall assess the effects of well-implemented REA approaches on children and classrooms in grades K-3. The contractor also shall determine how best to implement REA programs, effective practices in reading instruction, professional development for teachers, and tutoring approaches for students having reading difficulty.
