Solicitation # ED-00-R-0042 Amendment # 0001 The above solicitation is amended/clarified as follows: Question 1 - Page 4, of the RFP's Scope of Work asks for a: "Description of the sample plan, including the numbers of respondents from which data will be collected, the basis for the sample size proposed, and the calculations employed to determine the numbers proposed." These calculations will be based on standard statistical sampling techniques. What is the expectation regarding the level of detail to include in the proposal regarding the mathematical equations/calculations? Answer 1 - It is not necessary for the offeror to provide the specific calculations employed to determine the sample size. However, the offeror should provide sufficient detail that ED can review the appropriateness of the proposed sample. Question 2 - The RFP's Scope of Work states on p. 5 that the contractor is to "track progress over time of schools identified as in need of improvement through state assessment results for students in districts and schools within the full sample for this study." Does this refer only to student achievement seen in sample of 100- 200 schools identified as in need of improvement which fall within the overall 250-300 district sample, or does it refer to ALL schools identified as in need of improvement within the overall sample of 250-300 districts? Answer 2 - This refers to the 100-200 schools only. Question 3 - Is review of school/district documents expected to occur beyond the subsample of 2- schools, particularly with respect to use of school improvement funds? For example, beyond the inquiry that will occur via the district and school surveys regarding use of the funds to support low-performing schools, is there an expectation that review of school- and/or district-level documents would also occur? Answer 3 - The documentation review is limited to the 20 schools only. Question 4 - For the past performance report, is it the expectation that 4 references re: prior work be submitted for the entire proposal (inclusive of any subcontractors' references) or should there be 4 references provided for each major subcontractor in addition to for the prime contractor? Answer 4 - Please reference Section L.13. 314-1, pg 63 of the proposal. It states, "Each offeror shall submit the following information as a seperately bound part of its proposal for both the offeror and proposed major subcontractors." Question 5 - Will Clause H.17. 52.217-8 "Option to Extend Services" be a part of the resultant contract? It appears to be in conflict with Clauses B.1. 301-6a, Estimated Cost and Incentive Fee, and B.2. 52.216-10, Incentive Fee. Answer 5 - Yes, Clause H.17. 52.217-8 will be included in the resultant contract. There is no discrepany between the above Clause H.17. and Clauses B.1 and B.2.
