UPDATE MAY 23, 2000

Amendment 1 to RFP ED-00-R-0033 was issued on May 19, 2000. The amendment resulted in changes to both the Request for Proposal and the Statement of Work. No other files or documents were changed. The U.S. Department of Education has a requirement for a comprehensive evaluation of the implementation of the Reading Excellance Act (REA) program at the school level and the quality of instruction in REA classrooms, as well as an assessment of the impact of the program. The evaluation of implementation shall be based on the criteria and principles required by the program's authorizing legislation, and the quality of reading instruction in REA classrooms shall be assessed based on research-based principles of effective reading instruction as outlined in the National Academy of Sciences, Preventing Reading Difficulties in Young Children. The contractor shall collect three years of program implementation and student assessment data, and prepare three reports, one after the first year of data collection, one after the second year of data collection, and a final report synthesizing the findings from all three years of data collection. The contractor shall also provide a minimum of two briefings a year to ED staff and other REA stakeholders on the report findings.

The central objectives of the study are to: make judgements about the quality of school and classroom-level implementation of REA; describe how REA programs are structured and how they operate; determine whether schools that participate in REA are improving the quality of reading instruction; and assess whether student outcomes are improving in REA schools.
