The U.S. Department of Education has a requirement for a comprehensive evaluation of the implementation of the Reading Excellance Act (REA) program at the school level and the quality of instruction in REA classrooms, as well as an assessment of the impact of the program. The evaluation of implementation shall be based on the criteria and principles required by the program's authorizing legislation, and the quality of reading instruction in REA classrooms shall be assessed based on research-based principles of effective reading instruction as outlined in the National Academy of Sciences, Preventing Reading Difficulties in Young Children.
