RFP ED-00-R-0010 Evaluation of the State Grants Program and Teacher Recruitment Grants Program of Title II of the Higher Education Act Amendment 1 RFP ED-00-R-0010 is hereby amended as follows: On page 4, under Attachment A, Section II.C. Related Data Collection Efforts by the U.S. Department of Education (ED) for the Quality Teacher Enhancement Program, the related data collection efforts by ED are being conducted by the following contractors: (1) A review and summary of research on state and local teacher recruitment programs: The Urban Institute is responsible for the task order as a subcontractor under Policy Studies Associates, Inc., Contract No. EA94053001, Task Order #62. (2) A review and summary of state, local and IHE reform efforts in teacher quality: SRI is responsible for the task order as a subcontractor under Research Triangle Institute, Contract No. EA96009001, Task Order #27. (3) A series of analytical papers on methodologies for evaluating the effects of Title II Partnership Grants on student achievement and the knowledge, skills, and classroom practices of Partnership Program graduates: American Institutes for Research (AIR) is responsible for the task order under Contract No. 282980029, Task Order #17. On Page 5, under Attachment A, Section III. Purpose of the Evaluation, first paragraph, the following sentence is added: The U.S. Department of Education, Planning and Evaluation Service (PES), in the Office of the Under Secretary (OUS), requires the services of a contractor for the evaluation of the State Grants Program and the Teacher Recruitment Grants Program of Title II. Under Section III. C. Evaluation Design, Part (1), Subpart 3, the last sentence on Page 11 should read: Case studies shall be conducted during three school years: in the fall 2000 and spring 2001; in the fall 2001 and spring 2002; and in the fall 2002 and spring 2003; not all sites shall be visited during each case study period. On page 16, under Section IV. Scope of Work, Task 4, Collect and review performance report data, first paragraph, the following sentence is added: The performance reports will be made available in final format to the contractor in time for collection to close by fall 2000. The report data will be submitted to ED and can be used by the contractor for analysis. The contractor shall not be responsible for providing technical assistance or monitoring to sites during the collection period; however, the contractor shall follow-up with sites that have not submitted data by the deadline. The purpose of this follow-up is to help ED get data from all program grantees to ensure a high-quality, accurate analysis of program activities. The follow-up activities are a data collection effort similar to other data collection efforts in the SOW. On page 32, under Section IV. Scope of Work, Task 11, Analysis and report of Recruitment Grant evaluation, second paragraph, the first sentence should read: The first of these two reports shall be more formative in nature, providing information and discussion on the current findings and analaysis of the evaluation, barriers to progress, challenges to states and successful refort efforts. On page 33, under Section IV. Scope of Work, Task 11, Analysis and report of Recruitment Grant evaluation, the third paragraph should read: The final version shall be a summative report including, among other items, in-depth analysis, program recommendations, and policy implications for: the baseline and follow-up participant survey; the baseline and follow-up district survey; and both series of case studies. Anticipated award date is April 30, 2000, but may be sooner or later than this date.
