RFP ED-00-R-0008 OERI Research Priorities Technical Services and Logistical Support Contract Amendment 0002 Effective Date: February 9, 2000 The following questions were asked by potential offerors. The Government's answers appear after each question. 1) Is Section K completed and submitted as part of Phase 1 or Phase 2? If part of Phase 1, can we assume these pages are not included in page limitation (10 pages, for all except resumes, per M2)? Answer: Section K is to be submitted as part of Phase I (See L.16 1(c)). The ten-page limit refers to the information requested in M.2 2) Similar question on page count. Our understanding is the Pricing Data is to be submitted as part of Phase 1. Again, can we safely assume the pages comprising Section J2 are not to be included in the 10 page limitation for Phase 1 submission? Answer: Yes 3) Section L.3, Technical Proposal Instructions. Do(es)sic this apply to the Oral Proposal or to the "Phase 1" submission discussed in M2? As M2 is limited to 10 pages, and must address five specific questions, as presented in M2, we HOPE that these instructions to layout "a detailed work plan indicating how each aspect of the Statement Of Work is to be accomplished" is for the Oral Presentation. We do not think we can present a detailed work plan, plus adequately address the questions presented in M2, in ten pages. Answer: Section L.3 311-3 TECHNICAL PROPOSAL INSTRUCTIONS (March 1986) is DELETED in its entirety. 4) Section L.3 (end). Final statement -- "The technical proposal must be prepared and submitted in the following format: See Section L.9, General Instructions. Section L.9 is entitled, Subcontract Approval, and does not present the type of General Instructions we were anticipating - for example, minimum margins, minimum font size, differences allowed - if any for fonts in tables and illustrations, etc.. Request clarification on these points. Answer: See above 5) Are offerors permitted to collect a fee in addition to any fee that they may receive through participation in the Performance Incentive Plan? Are those fees, if allowed, to be included in the offerors loaded rate on Attachment J? Answer: This is a competitive acquisition, consistent with that, we would expect offerors to prepare and submit their pricing schedule in accordance with their usual business practices in a competitive marketplace. Additionally, any profit or fee proposed must be included in the loaded rate. 6) How should Attachment J be completed in the case that multiple organizations form a team? Should each organization complete Attachment J individually, or should one set of rates applicable to all members of the team be prepared? Answer: Read 48 CFR 9.6. Attachment J should be completed for each prime contractor who submits an offer. 7) On balance, what proportion of work do you anticipate will be analytical or scholarly work? Answer: As stated in the synopsis, the majority of the work will be of the logistical support variety. 8) Is the entire Technical Response (Phase I) limited to 10 pages (as mentioned on Page 61 - Section M - evaluation criteria? Answer: See previous answers 9) Is there a size standard limitation of $5million for this contract? Answer: The size standard is $5.06 million (See FAR Part 19.102, SIC 8741) 10) Would Department of Education like the technical and cost sections separately bound? Answer: Yes 11) Please clarify whether this will be a multiple award. Answer: As stated several times in the RFP, the Government intends to award multiple contracts. 12) Please clarify whether this RFP is unrestricted. Answer: Please see Amendment 0001.
