The U.S. Department of Education is seeking contractual support for the Fulbright-Hays Seminars Abroad Program, specifically regarding exchange activities with China. It is a high priority for the Department to conduct a seminar in China. However, no Fulbright commission has been established there. Therefore, in order to conduct a seminar in China, it is necessary for the Department to contract with a qualified firm with expertise in China. The selected contractor will serve as the administering agent to conduct activities for the China seminars program. The selected firm will also have to be able to conduct visiting delegations of Chinese professionals to the U.S. to learn about American educational issues.
