• Rates for 91-day Treasury Bills dropped to their lowest value (3.1 percent) in the fourth quarter of FY92 and the second quarter of FY93 and remained constant through the first quarter of FY94. These rates soared to their highest values during the second and third quarters of FY89 (8.9 and 8.7 percent, respectively).

• Treasury Bill rates remained within a close range between the third quarter of FY94 and the fourth quarter of FY96. During this period, the rates ranged between a low of 4.2 percent and a high of 6.0 percent.

• Beginning with the second quarter in FY91, Treasury Bills rates in FY91-FY96 were less than those for the first 3 quarters of FY86 (7.4, 7.1, and 6.3 percent).
