Tables 21-25. Federal Family Education Loan (FFEL) program loan volume commitments for Stafford Subsidized, Stafford Unsubsidized, Parent Loans for Undergraduate Students (PLUS), and Supplemental Loan for Students (SLS) borrowers, by state and type of institution: FY94-FY96
These tables show loan volume summaries for Stafford Subsidized, Stafford Unsubsidized, PLUS, and SLS loan commitments for borrowers for 50 states, the District of Columbia, and five U.S. territories. Table 25 is the summary table, showing statistics for all four loan programs. All tables in this series provide summary data for public and private 4-year, public and private 2-year, and proprietary institutions. Total loan dollars by loan program are reported and discussed in tables 15-20, while totals by type of institution are reported and discussed in tables 6-10. In discussing these tables we will report on the top-ranking states receiving FFEL program loans through the four loan programs by type of institution. It should be noted that tables 21-25, like tables 6-10, show annual commitments, but tables 21-25 show these commitments by state rather than by guaranty agency. Caution should be used when comparing commitments by state with commitments by guaranty agency. Some guaranty agencies guarantee loans for lenders in one or more states, while loans reported by state represent loans that are made to borrowers who attended schools in that specific state.
- In FY95-FY96, public 4-year institutions had more borrowers participating in the FFEL program than private 4-year institutions, but had less commitments of loan dollars. For example, in FY96 there were 1.6 million borrowers at public 4-year institutions compared to 1.5 million borrowers at private 4-year institutions. When comparing loan dollars, $7.1 billion were committed to borrowers at public 4-year institutions compared to $8.7 billion committed to borrowers at private 4-year institutions.
- In FY96, the largest proportion of FFEL commitments were made to borrowers at public and private 4-year institutions. For example, commitments made to borrowers at public and private 4-year institutions were $7.1 and $8.7 billion, respectively, while commitments made to borrowers at public and private 2-year and proprietary institutions were $1.2, $0.4, and $2.2 billion, respectively.
- For FY94-FY96, the largest volume of FFEL program loan dollars was committed to borrowers at schools in California followed by commitments to borrowers at schools in New York. The only exception was commitments made through the PLUS program where the highest dollar volume was committed to borrowers at schools in New York, followed by borrowers at schools in California in FY94 and Pennsylvania in FY95 and FY96. (See table C.)

- For public 4-year institutions, California was the state with the most FFEL program borrowers and dollar volume committed in FY94, while Texas had the most FFEL program borrowers and dollar volume committed for public 4-year institutions in FY95 and FY96.
- In FY94-FY96, with one exception, the largest volume of dollar commitments made to 2-year and 4-year private institutions was made to borrowers at schools in New York. The largest volume of dollar commitments made to private 2-year institutions in FY94 was made to borrowers at schools in California.
- Borrowers at schools in California received the largest amount of FFEL program funds committed to proprietary institutions in FY94-FY96.
- The preceding bullets describe the proportion of total FFEL program commitments made to borrowers at each postsecondary institution type. However, some of these states differ when examining commitments by loan program. For example:
- Even though borrowers at private 2-year and private 4-year institutions in New York received the highest volume of FFEL program commitments in FY95-FY96; their counterparts in California had the highest volume of Stafford Unsubsidized commitments for private institutions during this period. In FY94, borrowers at private 2-year institutions in Pennsylvania received the largest share of Stafford Unsubsidized commitments, while their counterparts in California received the largest share of total FFEL program commitments for private 2-year institutions in that year.
- In FY94, borrowers at public 4-year institutions in Ohio received the largest share of PLUS commitments, while borrowers at public 4-year institutions in California received the largest share of FFEL program commitments. In FY95-FY96, the largest share of FFEL program funds committed to public 4-year institutions was to borrowers at school in Texas. Pennsylvania borrowers received the largest share of PLUS commitments for that institution type during these years.
- Borrowers at school in New York received the largest share of FFEL program commitments made to public 2-year institutions in FY94-FY95 and to private 2-year institutions in FY95-FY96. In addition, borrowers at institutions in New York also had the largest share of PLUS commitments 3 years in a row, FY94-FY96.
