This table shows an accounting of Stafford Subsidized loan volume commitments for each guaranty agency for FY94-FY96. The number of loans, dollar amount, percent change from prior year, percent share of total Stafford Subsidized loans guaranteed, rankings of all guaranty agencies, and rank differences from year to year are tabulated for each agency. (Summary information for this table is discussed in table 4 .)
- There was a 21.9 percent decrease (from $14.7 to $11.5 billion) in the dollar volume of Stafford Subsidized loan commitments between FY94 and FY96. Most of that decrease occurred between FY94 and FY95 when the Stafford Subsidized loan volume commitments decreased by 15.5 percent (from $14.7 to $12.4 billion).
- USAF, the guaranty agency with the largest number of loan commitments, guaranteed an increasing share of the total Stafford Subsidized loan dollars between FY94 and FY96. In FY96, USAF alone guaranteed one-quarter (25.3 percent) of the Stafford Subsidized loan dollar commitments.
- Pennsylvania, the guaranty agency with the second largest number of loan commitments, guaranteed a relatively unchanging share of Stafford Subsidized loan dollars between FY94 and FY96. In FY96, Pennsylvania guaranteed 9.0 percent of the Stafford Subsidized loan commitments.
- The five guaranty agencies with the highest volume (USAF, Pennsylvania, California, New York, and Texas) accounted for approximately one-half of the total amount of Stafford Subsidized volume in FY94-FY96. During these 3 years, the share that these five agencies guaranteed of the total Stafford Subsidized loan dollars was 46.8, 51.4, and 55.6 percent, respectively.
- In FY95, Stafford Subsidized loan volume commitments for Alabama, Indiana, and Maryland decreased by over 50 percent from FY94. Between FY95 and FY96, Stafford Subsidized loan volume commitments for Delaware and Ohio decreased by over 75 percent. By FY96, Alabama, Indiana, and Maryland ceased to function as guaranty agencies.
