This table shows the number and percent of total FDLP borrowers and dollar commitments made to postsecondary students between FY94 and FY96. Total FDLP commitments for all loan programs are shown in addition to the commitments for each loan program: Stafford Subsidized, Stafford Unsubsidized, and PLUS, by type of institution (public 2- and 4-year, private 2- and 4-year, and proprietary).

In FY96, 1.6 million borrowers received $9.4 billion through the FDLP. When the FDLP was initiated in FY94, 162,000 borrowers received $915 million in loans. This represents a nine-fold increase in dollar volume between FY94 and FY96.
In FY94-FY96 for all loan programs, the majority of FDLP commitments were made to borrowers at public and private 4-year institutions. In fact, approximately 9 out of 10 FDLP dollars were committed to borrowers at 4-year institutions in each fiscal year.
As the program expanded between FY94 and FY96 and a more diverse set of institution types began participating, the proportion of FDLP borrowers obtaining loans at 4-year institutions decreased for all loan programs. In contrast, the proportion of borrowers at private 4-year institutions increased by 4.4 percentage points (from 14.7 to 19.1 percent in FY94 and FY96, respectively).
In FY94-FY96, for each of the three loan programs, the proportion of FDLP dollars were committed to borrowers at proprietary institutions was generally greater than were committed to borrowers at 2-year institutions. The largest proportion of FDLP commitments made to borrowers at proprietary institutions was made in FY96 through the Stafford Unsubsidized program (7.5 percent).

NOTES: FDLP loan data in FY94 only include one-quarter of that fiscal year, and FDLP loans were restricted to a small number of institutions.
