- The total number of FFEL program borrowers in the FFEL program decreased each year between FY93 and FY96. In FY96, the number of FFEL program borrowers was 3.0 million compared to 4.5 million in FY93.
- FFEL program borrowers at public 4-year institutions represented the largest group of borrowers in FY96 but they were not committed the largest proportion of dollars. Borrowers at public 4-year institutions made up 37.2 percent of borrowers and 36.3 percent of dollar commitments. Borrowers at private 4-year institutions made up 34.7 percent of borrowers but 44.5 percent of dollar commitments.
- From FY86-FY96, the proportion of all FFEL program dollars committed to borrowers at public and private 2-year institutions remained relatively stable, while the proportion of dollars committed to borrowers at proprietary institutions dropped dramatically.
- FFEL program dollars committed to borrowers at public and private 4-year institutions decreased between FY86 and FY87 then increased between FY87 and FY93. While the proportion of FFEL program dollars committed to borrowers at private 4-year institutions continued to increase between FY93 and FY96, the proportion of FFEL program dollars committed to borrowers at public 4-year institutions decreased during the same period.
- When comparing the total number of FFEL program borrowers to the number of FFEL program dollars committed, FFEL program borrowers at public and private 2-year and proprietary institutions consistently received less than the proportionate number of FFEL program dollars between FY86 and FY96. In FY96, for example, the proportion of FFEL program borrowers at public 2-year, private 2-year, and proprietary institutions was 10.8, 2.3, and 15.1 percent, respectively, and the proportion of total FFEL program dollars committed was 6.3, 1.9, and 11.1 percent, respectively.
