This table shows the number and percent of total FFEL program Stafford Subsidized loan program commitments (numbers of borrowers and dollar amounts), by type of institution (public 2- and 4-year, private 2- and 4-year, and proprietary).
- In the FFEL program, the proportion of Stafford Subsidized borrowers at public 4-year institutions mirrored the proportion of Stafford Subsidized dollars committed to borrowers at public 4-year institutions. In contrast, the proportion of borrowers at private 4-year institutions consistently borrowed greater proportions of total Stafford Subsidized dollars. In FY86, 23.7 percent of borrowers at private 4-year institutions were committed 27.0 percent of Stafford Subsidized dollars; by FY96, 34.2 percent of borrowers were committed 42.1 percent of Stafford Subsidized dollars.
- There was an overall increase in the percent of Stafford Subsidized dollars committed to borrowers at public and private 4-year institutions between FY87 and FY93. The percent of dollars committed to borrowers at private 4-year institutions continued to increase in FY94-FY96 (from 37.4 to 42.1 percent), while the percentage of dollars committed to borrowers at public 4-year institutions decreased (from 45.5 to 39.4 percent).
- Between FY93 and FY96, over 80 percent of all Stafford Subsidized dollars were committed to borrowers at public and private 4-year institutions. Commitments to borrowers at proprietary institutions were consistently greater than total commitments for both public and private 2-year institutions. However, in FY95 and FY96, this difference was 1 percentage point or less.
- Between FY88 and FY96, there was little change in the percent of Stafford Subsidized dollars committed to borrowers at private 2-year institutions (0.2 percentage point fluctuation in that period) and public 2-year institutions (1.5 percentage point fluctuation in that period). In FY96, the percentage of Stafford Subsidized dollars committed to borrowers at public and private 2-year institutions was 7.2 and 1.7 percent, respectively.
- Between FY86 and FY96, the proportion of Stafford Subsidized borrowers at proprietary institutions was similar to the proportion of dollars committed to borrowers at proprietary institutions. In FY86 and FY96, 29.3 and 13.6 percent, respectively, of borrowers attended proprietary institutions. In these years, the proportion of dollars committed to borrowers at proprietary institutions were 27.6 and 9.6 percent, respectively.
- Following a 7.3 percentage point increase between FY86 and FY87, the proportion of Stafford Subsidized dollars committed to borrowers at proprietary institutions dropped dramatically (from 34.9 to 9.2 percent between FY87 and FY94, respectively). Between FY94 and FY96, the percentage of Stafford Subsidized dollars committed to borrowers at proprietary institutions increased nearly 0.4 percentage points.
- Borrowers at private 2-year institutions consistently received the smallest proportion of Stafford Subsidized funds. In FY96, for example, the proportion of dollars committed to borrowers at private 2-year institutions was 1.7 percent; public 2-year institutions, 7.2 percent; proprietary institutions, 9.6 percent; public 4-year institutions, 39.4 percent; and private 4-year institutions, 42.1 percent.
