Abstract:
The Federal Family Educational Loan Program (FFEL) provides subsidized and unsubsidized student aid to students attending postsecondary schools. The U.S. Department of Education provides guarantees to private lending institutions that make these loans to students and their parents and, for the subsidized loan program, pays the student?s loan interest while the student is in school. The FFEL System provides overall program management, payment of insurance to lending institutions by Guaranty Agencies for debts not recovered after due diligent collection efforts. Federal debt collection efforts use Collection Agency services, federal offsets, and garnishment. The FFEL System also allows for consolidation and rehabilitation of defaulted debts in a repayment status.

Purpose:
FFEL provides facilities, software, hardware, data preparation, data entry, mailing services, personnel, system documentation, training activities, system development, maintenance, and support of the National Payment Center. FFEL processes defaulted student loan claims and assignments received from lenders, schools, and the Direct Loan Program. FFEL also pays interest and special allowances to lenders and processes reinsurance claims and administrative cost allowances for Guaranty Agencies in accordance with regulatory requirements.

Agency Program:
The Federal Family Education Loan is authorized by Title IV of the Higher Education Act.

Data come from banks and other lending agencies, guaranty agencies, and secondary markets.
