Progress: From FY 1998 through FY 2002, the grantees performance has steadily increased but did fall in FY 2003. It is anticipated that performance will increase in FY 2004, it will be lower in FY 2005 and increase again in FY 2006. Explanation: FY 2003 performance was lower than FY 2002 because it was the first year of a new grant cycle. FY 2004 is expected to show an increase because the grants from FY 2003 are now in their second year. It is anticipated that in FY 2005 there will be a decrease in performance because it will be the first year of a new grant cycle and FY 2006 should then increase as projects will be in their second year. |

On site compliance reviews are also conducted on at least 15 percent of grant recipients annually to (a) determine whether that grant is managed in accordance with Federal requirements; (b) identify areas where the project can be improved; and (c) assess the project's mission as it relates to the Department's mission. Limitations: The primary limitation of the data is that they are self-reported. Technical assistance and regular monitoring is provided to grantees in order to receive updated reports from the grantee regarding progress toward meeting project goals. |

Progress: Since FY 1997, the grantees have had inconsistent performance. From FY 2001 through 2002, grantee performance exceeded performance target however FY 2002 through 2003 has shown a decrease in performance. It is anticipated that the program will increase performance in 2004 through 2006. Explanation: The overall number and percent of previously unemployed persons who were placed in competitive employment has increased annual in 1998 through 2001, with a decrease in 2002 through 2003. FYI 2004 is expected to show an increase because the grants from FYI 2003 year one grants are now in their second year. It is anticipated that in FYI 2005 there will be a decrease in performance because it will be the first year of a new grant cycle and FYI 2006 should then increase as projects will be in their second year. |
