N.B.: The actual performance measure used for 2003 is the following: ''The percentage of measurable goals that were partially or fully met by the oldest cohort (excepting no-cost extensions) submitting a performance report in the performance year.'' Goal completion is considered partial when the grantee has made significant progress in reaching their goal without actually meeting the performance target.
