Explanation: FY 2003 data will determine the baseline for the percentage of teachers meeting the standard. (The code for setting a baseline is 999.) The program will set a target of the baseline + 1% for FY 2004. FY 2003 and FY 2004 data will be collected on a new performance report that has not yet been finalized but which is expected to be in place before the end of 2005. |
